European Commission Consultation on the Future of European Partnerships under Horizon Europe 2028–2034

Oct 14, 2026 | News

The European Commission launches a public consultation to gather stakeholder views on the future of European Partnerships in research and innovation, as part of preparations for the next Horizon Europe programme covering 2028–2034.

The consultation focuses on the future Single Basic Act for Joint Undertakings (JUs), initiatives under Article 185 of the Treaty on the Functioning of the European Union (TFEU), and the thematic priorities of the future European Partnership portfolio. Its purpose is to collect evidence, experience and views on how these partnerships operate and how they could be strengthened in the future.

For the next programming period, the European Commission is considering changes to the way European Partnerships are structured and implemented.

The consultation seeks feedback on the role, functioning and added value of existing Treaty-based partnerships, as well as possible improvements to help strengthen Europe’s competitiveness. The collected input will contribute to the European Commission’s impact assessment and inform the development of the future framework for these partnerships.

The consultation is open to a broad range of stakeholders, including national and regional authorities, universities, research organisations, technology centres, industry associations, SMEs, start-ups, civil society organisations and the wider public.

The public consultation will be closed on 16 October 2026 and its findings will feed into the European Commission’s work on the future design of European Partnerships under Horizon Europe 2028–2034.
